We are so fortunate!!

I'm running out of areas to get out and walk my dogs (outside of the neighborhood). I'm so sad the Skyline Drive had to close. The walk down at the dog park was SO crowded the other day I left.

The Town of Front Royal will have contractor, Clatterbuck Pavement Marking, restriping the recently paved West 14th Street and North Shenandoah Avenue.

Work will be on Tuesday, April 7, 2020 (weather permitting) during the hours of 7 A.M. - 5 P.M. If it rains - expect work to be on the next business day. Residents are asked to use caution while driving in this area and be aware of crews working, wet paint, cones and paint truck operation.

The Front Royal Police Department wants our community to stay healthy and happy! Please remember the following:

STAY HOME: Home is where the heart is. We know as the weather gets warmer and Spring shows her lovely self it makes it harder to stay inside. We all have that springtime itch! Now is the perfect time to do some spring cleaning and yard work! Just because we recommend you stay home does not mean you need to stay inside under the covers. Plant some flowers, drink tea on your deck, take a walk! Go ahead and take that nap, but breathe in that springtime air after!

Watch the news and read the new Executive Order from our Governor. Also stay connected with your loved ones, not only for their safety but for your sanity! The telecommunication antennas on the tank have been relocated to temporary poles on the property adjacent to the tank site. The antennas will remain on the temporary poles until the tank work is complete which is planned to last for 45-60 days.

The Town has prepared a plan to provide continued water service throughout the duration of the project. The work planned for the tank will include repainting the interior and exterior of the tank. The Town requests that any fire flow testing related to business insurance purposes be planned for after the tank project is completed.

FRONT ROYAL, VA: As a community, we have entered uncharted territory that is changing rapidly due to the COVID-19 virus. Both the Town and County governments have been meeting daily to discuss the myriad issues pertaining to the COVID-19 virus and our community. Yesterday, Virginia Governor Ralph Northam issued an executive order that goes into effect at midnight tonight that closes or modifies the operation of businesses not considered “essential”. This order seeks to contain, control, and prevent infections and unnecessary risks to our citizens.

The Front Royal Police Department, Warren County Sheriff’s Office, Town of Front Royal and County of Warren governments, Warren County Commonwealth’s Attorney, Warren County Fire & Rescue, Emergency Management, and Valley Health have been working tirelessly to keep our citizens as safe as possible. Our community must adhere to the restrictions put in place to help with this process. The Governor’s emergency powers are derived from VA code 44-146.15. The Governor’s Executive Order Number Fifty Three (Executive Order #53) describes in detail businesses considered essential, non-essential, or otherwise exempt to closing with restrictions. Gatherings of more than ten people are prohibited rather than simply discouraged. The Warren County Commonwealth’s Attorney, Warren County Sheriff’s Office, and Front Royal Police Department have coordinated on this issue. We intend to enforce this order through warnings, education, and collaboration with our business partners to comply; however, non-compliance could result in a summons for a Class 1 misdemeanor.

We are calling on all of our friends and neighbors in the Town of Front Royal and Warren County to do their part in this fight. Ask yourself if you have an absolute need to run that errand or leave your safe space or if you want to leave because you are tired of being cooped up. Each time you encounter someone, you run the risk of becoming infected.

In the best interest of our community, we urge you to adhere to Governor Ralph Northam’s most recent executive order. We are collaborating with our local businesses and civic groups to help those that are at high risk or may not have the resources to get essential products or services. We are streamlining this coordinated effort to keep unnecessary risk to a minimum.

We thank you as a community for doing your part to protect our local medical staff, first responders, grocery and pharmacy personnel, and keeping other essential employees healthy and safe to ensure our community service providers remain fully staffed.

PLEASE NOTE:

In light of events surrounding COVID-19 Coronavirus, the use of cleaning wipes and related products is going to increase. As a reminder and request, the Town of Front Royal is advising residents to please avoid flushing paper towels, baby wipes and sanitary wipes down toilets. Flushing any of these items can cause major problems in the Town’s wastewater systems. Though wipes may say “flushable” the description merely claims to the wipes not causing toilet blockage, however, this can cause blockages in pipes that can cause back-ups into homes. Wipes do not break down in the system, and instead, become stringy rags in the collection system; which then get caught in the pumps of lift stations. This will cause expensive and timely repairs. Please discard these items in the trash to avoid any issues and help prevent sewer back-ups.

The Town Manager's office has been made aware of a rumor that the Town plans to mandate closure of all non-essential businesses.

This is a completely false rumor. And the Town has no plans to make any such closure. If you have questions regarding this issue please call the Town offices at 540.635.8007.

TEMPORARY RESTRICTIONS ON RESTAURANTS, RECREATIONAL,
ENTERTAINMENT, GATHERINGS, NON-ESSENTIAL RETAIL BUSINESSES, AND CLOSURE OF K-12 SCHOOLS DUE TO NOVEL CORONAVIRUS (COVID-19)
Importance of the Issue The Commonwealth of Virginia continues to respond to the novel coronavirus (COVID-19) pandemic. On March 13, 2020, I ordered all K-12 schools in the Commonwealth closed for two weeks. On March 17, 2020, I, along with the Virginia State Health Commissioner, issued an Order of the Governor and State Health Commissioner Declaration of Public Health Emergency (later amended) limiting the number of patrons in restaurants, fitness centers, and theaters to no more than 10 per establishment. Despite these measures, COVID-19 presents an ongoing threat to our communities. Information from the Virginia Department of Health reveals occurrences of the virus in every region of the Commonwealth. Indeed, the data suggests that in several regions there may be community spread of the virus.Now, we must take additional long term action to mitigate the impacts of this virus on our Commonwealth. Guidance on School Closures from the Centers for Disease Control and Prevention indicates that medium term closures (8-20 weeks) have greater impact on minimizing the spread of COVID-19 than shorter term closures (2-8 weeks). This guidance is consistent with the expertise of public health officials and their models of continuing spread of COVID-19 throughout the Commonwealth and the nation. Unnecessary person-to-person contact increases the risk of transmission and community spread. Consequently, we must limit such interactions to those necessary to access food and essential materials. Protecting the health and ensuring the safety of every Virginian is my highest priority. Directive
Therefore, by virtue of the authority vested in me by Article V, Section 7 of the Constitution of Virginia, by § 44-146.17 of the Code of Virginia and in furtherance of Executive Order 51, I order the following:
1. Effective 11:59 p.m., Tuesday, March 24, 2020 until 11:59 p.m., Thursday, April 23, 2020, all public and private in person gatherings of 10 or more individuals are prohibited.
2. Cessation of all in-person instruction at K-12 schools, public and private, for the remainder of the 2019-2020 school year. Facilities providing child care services may remain open. On March 18, 2020, the Commissioner of the Virginia Department of Social Services, Duke Storen, issued a letter with guidance for daycare providers operating in the Commonwealth, including group size limits of 10 and stringent public health guidelines to prevent the spread of COVID-19. That guidance remains effective and I urge all Virginians with school-age children to review it. In addition, I urge child care providers to prioritize services for children of essential personnel, while asking all families with the ability to keep their children home, to do so. To that end, the Virginia Department of Social Services and the Virginia Department of Education will issue guidance to communities about operationalizing emergency child care services for essential
personnel.
3. Closure of all dining and congregation areas in restaurants, dining establishments, food courts, breweries, microbreweries, distilleries, wineries, tasting rooms, and farmers markets effective 11:59 p.m., Tuesday, March 24, 2020 until 11:59 p.m., Thursday, April 23, 2020. Restaurants, dining establishments, food courts, breweries, microbreweries, distilleries, wineries, tasting rooms, and farmers markets may continue to offer delivery and take-out services.
4. Closure of all public access to recreational and entertainment businesses, effective 11:59 p.m., Tuesday, March 24, 2020 until 11:59 p.m., Thursday, April 23, 2020
as set forth below:
 Theaters, performing arts centers, concert venues, museums, and other
indoor entertainment centers;
 Fitness centers, gymnasiums, recreation centers, indoor sports facilities,
and indoor exercise facilities;
 Beauty salons, barbershops, spas, massage parlors, tanning salons, tattoo shops, and any other location where personal care or personal grooming services are performed that would not allow compliance with social
distancing guidelines to remain six feet apart;
 Racetracks and historic horse racing facilities; and
 Bowling alleys, skating rinks, arcades, amusement parks, trampoline
parks, fairs, arts and craft facilities, aquariums, zoos, escape rooms, indoor
shooting ranges, public and private social clubs, and all other places of
indoor public amusement.
5. Essential retail businesses may remain open during their normal business hours.
Such businesses are:
 Grocery stores, pharmacies, and other retailers that sell food and beverage products or pharmacy products, including dollar stores, and department stores with grocery or pharmacy operations;
 Medical, laboratory, and vision supply retailers;
 Electronic retailers that sell or service cell phones, computers, tablets, and
other communications technology;
 Automotive parts, accessories, and tire retailers as well as automotive
repair facilities;
 Home improvement, hardware, building material, and building supply
retailers;
 Lawn and garden equipment retailers;
 Beer, wine, and liquor stores;
 Retail functions of gas stations and convenience stores;
 Retail located within healthcare facilities;
 Banks and other financial institutions with retail functions;
 Pet and feed stores;
 Printing and office supply stores; and
 Laundromats and dry cleaners.
6. Effective 11:59 p.m., Tuesday, March 24, 2020 until 11:59 p.m., Thursday, April 23, 2020, any brick and mortar retail business not listed in paragraph 5 may continue to operate but must limit all in-person shopping to no more than 10 patrons per establishment. If any such business cannot adhere to the 10 patron limit with proper social distancing requirements, it must close.
7. All businesses shall, to the extent possible, adhere to social distancing
recommendations, enhanced sanitizing practices on common surfaces, and other appropriate workplace guidance from state and federal authorities while in operation.
8. Although business operations offering professional rather than retail services may remain open, they should utilize teleworking as much as possible. Where telework is not feasible, such business must adhere to social distancing recommendations, enhanced sanitizing practices on common surfaces, and apply the relevant workplace guidance from state and federal authorities.
9. Nothing in the Order shall limit: (a) the provision of health care or medical
services; (b) access to essential services for low-income residents, such as food banks; (c) the operations of the media; (d) law enforcement agencies; or (e) the operation of government.
Violation of paragraphs 1, 3, 4, and 6 of this Order shall be a Class 1 misdemeanor pursuant to § 44-146.17 of the Code of Virginia.
Effective Date of this Executive Order
This Executive Order shall be effective March 23, 2020, amends Amended Order of the Governor and State Health Commissioner Declaration of Public Health Emergency, Order of Public Health Emergency One, and shall remain in full force and in effect until amended of rescinded by further executive order. The other day I was driving down Main St. and 1 car ahead of me a young woman stepped into the crosswalk - never looked either way- but she was looking at her phone. HYDRANT FLUSHING - Starting tomorrow!

The Town of Front Royal Water & Sewer Department will be flushing fire hydrants throughout the community the weeks of March 16-27, 2020 (Weather Permitting) between the hours of 7:00am and 3:00pm.

Hydrant flushing helps to keep water lines free of deposit buildup and to check the mechanical operation of fire hydrants. Bi-annual flushing is necessary to provide better water quality and fire protection. Daytime flushing allows crews to perform minor repairs to hydrants to provide continued operation.

Customers may experience periods of low water pressure and/or discoloration of water during flushing. If you experience discolored water, run your cold-water tap until it clears. During periods of discoloration, postpone washing clothes and limit your use of hot water until the cold water clears.

Hydrant flushing also results in water on the roadways. Motorists are asked to use caution while driving during these times.

Hanging at Samual's Public Library in the local history department...Very Cool on many levels...Great collection of local books and history

This was painted by my friend, Dick Richardson. We did many art shows together over the years. He moved out west to be near his son. His gallery was the log home on Chester Street.

Is the church building in the upper right (of center) still standing? Is it the one on the corner of Church & Main? If so, what happened to the graves out in the back?

Used to be at Royal Dairy when they were open

Interesting to see some familiar buildings, but especially the building pre-pavilion

Ah....I remember well ! We lived on Manassas Ave and Daddy was working at the Viscose plant. He had to walk to work. And my sister and I built an igloo in front of our yard.

I remember that one. It came up even to the floor of our front porch. Dad walked to work from Cloud St to American Viscose.

I was 7 years old. We lived in Reliance and you couldn’t see where the road was and the fence to the field began. Couldn’t get out our back door. Power was out for 1-2 weeks. My older sister Jean Minick Allison might remember more. It was fun for the first day or two.

My Mom was due any time with me and we lived in Rockland.I had waited until the end of march to come to much snow for me Ha Ha

I remember it well, end of second grade. We lived on the corner of Washington and Braxton.

That was quite a snow! March can bring us some big ones!

The Town of Front Royal will have a contractor, Portland Contracting LLC, upgrading sewer mains and services in various areas starting on March 4, 2020 until May 1, 2020 (weather permitting) Monday-Friday between the hours of 7 A.M. and 5 P.M. Sections of the road will be blocked at times, residents will be able to get in and out as needed.

Repairs will be in these areas in the following order: Fairview Avenue, Belair Avenue, Virginia Avenue, State Street, 12th Street, 6th Street, Manassas Avenue, 1st Street, Stonewall Drive, Cloud Street, and Royal Plaza Parking Lot.

Can you tell me what they were doing to my water meter this morning? 15 Washington Ave. It already had that disc put on to read it without having to open it up. It’s just the two of us here so I’ll keep an eye on the readings to see if it jumps by leaps and bounds.
